Try `sudo mkdir -p /etc/crowdsec/bouncers/` then install the firewall bouncer believes it being installed where crowdsec is installed and since CrowdSec is within the container it doesnt know where to create configuration files.

Thanks for helping iiAmLoz, I am afraid it did not change the problem. To me it seems that it is doing an UPGRADE as opposed to a full INSTALL.

If it was doing an INSTALL then it would create the files needed etc?

I found my problem an incorrect port number & a clash of port number. All up & running now. It was iiAmLoz that set me off in the right direction. Thank you.
